Muhammad Abd al-Ghani Ahmad al-Haj Qassem (November 28, 1952) is a Palestinian advisor, lawyer, professor and statesman. He was born in the Palestinian city of Tulkarm. He is the head of the Palestinian Supreme Constitutional Court, and its first president, which is the highest authority in the State of Palestine.

Muhammad Abd al-Ghani Ahmad al-Haj Qassem was born in the city of Tulkarm in the West Bank on November 28, 1952. He received his primary, preparatory and secondary education in the schools of his city of Tulkarm, and completed high school in 1971 at the prestigious Al-Fadhilia school in Tulkarm.

Bachelor's degree in Law, 1976.
Postgraduate degree in Public Law (Constitutional Law and Political Science) 1978, and International Law and International Relations 1979.
Postgraduate degree after discussing the postgraduate diploma thesis 1982 from Mohammed V University in Agdal, Rabat.
International doctorate degree in constitutional law and political science in 1992 from Hassan II University in Casablanca.
His academic career
Muhammad Al-Hajj Qassem began his university teaching life since December 1978, and continued that until his assignment to the Palestinian Supreme Constitutional Court on April 1, 2016.
