Appointed as Under-Secretary-General and Executive Secretary, United Nations Economic and Social Commission for Western Asia ESCWA by the United Nations Secretary-General Ban Ki-moon. Khalaf obtained her Bachelor of Arts in economics from the American University of Beirut and holds a Doctor degree of Philosophy in system science from Portland State University.

Achievements and Awards

Khalaf has extensive experience with the United Nations at the senior policymaking level and she replaces Bader Al-Dafa

. Between 2000 and 2006, she was Assistant Secretary-General and Director of the Regional Bureau for Arab States at the United Nations Development Programme UNDP. In this capacity, she began advocating projects related to good governance, human rights issues and sustainable development in Arab world.

She is the recipient of the Prince Claus Award and the King Hussein Leadership Prize. Before she started working for the UNDP, Khalaf occupied several high level policymaking functions in Jordan. She held various ministerial positions such as Minister for Industry and Trade (1993 -1995), Minister for Planning (1995-1998) and Deputy Prime Minister (1999-2000).

 While leading the ministerial economic team, she was instrumental for the modernization of the economy and worked tirelessly for poverty alleviation and for capacity building and social changes. Khalaf has also contributed to many regional and international policy forums related to good governance and sustainable development in the Arab regions.

From 2008 to 2009, she was very much involved in different international missions that comprise the High-Level Commission for the Modernisation of the World Bank Group Governance.
